5 steps if you get a shutoff notice

  1. Read the notice for the date and the amount.
  2. Call the utility before the date and ask about a payment plan.
  3. Apply for LIHEAP, or call the national line 1-866-674-6327 or 211.
  4. Ask about protections for the season or for health needs, in writing.
  5. Contact your state commission if it stays unresolved.

What the data cannot tell you

It does not show whether you qualify, how long the wait is, or whether your own utility follows a state rule. It lists 42 places with some cold-weather protection, 21 with hot-weather protection and 45 with protection for vulnerable groups, counted from the Clearinghouse file. No data for FY2026 grants to tribes or territories, which we left out.

What is LIHEAP?

The Low Income Home Energy Assistance Program, a federal grant that states use for bill help, crisis aid, weatherization and repairs. $4.07 billion went to the 50 states and DC in FY2026 per the HHS table.

Who qualifies?

Rules differ by state and use household size, income and other benefits received. The federal ceiling in FY2022 was the greater of 150% of the poverty guideline or 60% of state median income, per the HHS report.

How many households does LIHEAP reach?

6,070,331 in FY2022 (states except where a cell is empty), the latest full HHS report; heating help was the largest type.

Which state gets the most per household?

Vermont: $86 per household in FY2026 on our division; the lowest is Arizona at $13.

Is there a federal ban on winter shutoffs?

We did not find one in these sources. The Clearinghouse says most restrictions are state or utility rules tied to dates or temperatures.

Do shutoff protections erase what I owe?

No. The Clearinghouse note says utilities keep billing, protections do not cut past-due amounts, and later shutoff can follow when the protection ends.
