How a report is made
Every report reads the same EIA monthly file, so any month with data gets a page. Comparisons use the same month a year earlier; for 2023, where the series has no 2022 months, they use the 2022 annual average. The story of the month is picked by rule: a record, a state moving 12% or more, a broad rise or fall, then the season.

Are fixed charges included?
No. Price is revenue over kWh, so the bill figures cover energy only.
