How the card is built
- ZIP to county. Census ZIP-to-county overlaps pick the county with the largest land share of the ZIP; a second county is named if it holds a real share.
- County to utilities. EIA-861 lists which utilities serve which county. Territories overlap, so your street decides the final provider.
- County facts. NWS storm events 2015-2025, FEMA National Risk Index, DOE LEAD energy burden, Census housing.
- State facts. EIA price and use, EIA-861 SAIDI, EPA eGRID carbon rate, EIA generation mix, NREL PVWatts output.
In states where you choose a retail supplier (CA excepted, where utility prices are listed), the card names who delivers power and links to the guide on choosing a plan, with no supplier price. See TDU vs retail supplier.

Questions
What does the ZIP report show?
One card per ZIP: who delivers power, price range and a typical monthly bill, minutes without power a year, storm and FEMA risk of the county, energy burden, the state's generation mix and carbon rate, and a solar payback scenario. It covers 33,642 ZIP areas.
Where does the ZIP to county match come from?
The Census Bureau publishes how each ZIP Code Tabulation Area overlaps counties by land area. We take the largest overlap, and a second county when it holds at least 15% of the area.
Why can a ZIP list more than one utility?
EIA-861 lists the utilities that report service in a county. Territories overlap and cross county lines, so a street address decides the provider. Check your bill for the name.
What is SAIDI?
System Average Interruption Duration Index: minutes a typical customer is without power in a year, with major event days removed. Lower is better. A dash means the utility did not report it to EIA.
Why is there no supplier price in some states?
In states with retail choice, a supplier plan sets the energy price and the utility only delivers it. We do not have a free source for plan prices, so the card shows who delivers and how to choose, plus the state average for context.
How is the solar payback computed?
A scenario price of $3,000 per installed kW divided by the yearly value of that kW: NREL PVWatts output for the state times the state home price. It ignores credits, financing and price changes. The 30% federal credit for homeowners ended 31 December 2025.
How do I share my report?
