ND PSC rule requires 10 days' written notice before disconnecting for delinquency, personal notice for those 65+ or handicapped, and a payment-plan offer. Customers with dangerous health conditions, age 65+, or handicap can obtain up to a 30-day stay by telling the utility within the notice period. No winter or heat moratorium in the section read.
