Per million residents the ranking changes: Vermont leads with 85.2 reports, then Maine (60.3) and Rhode Island (52.0). Texas has the most reports listing 50,000 or more customers (99). A bigger count can mean more filing, not a worse grid.

How to read the ranking
Each row is one report a utility or grid operator filed with DOE, not one blackout. A report can name several states, and the same outage can be filed more than once. Customer counts are as filed; many reports leave them blank. A state with many utilities that file carefully looks worse than one that files rarely. For outage minutes per customer use the SAIDI ranking, and for major-event minutes the major events ranking.
