Rate cases: what utilities asked for vs what regulators granted

$4,117 million asked and $2,271 million granted (13 rows, because two orders were decided in two steps). The cases are the ones we could read ourselves, not every case in the country, and the share swings with a few large dockets. 10 states have a page; the rest say 'no data' rather than guess.

How to read this

A rate case is a utility's request to raise the revenue it collects, and the commission decides how much to allow. Utilities usually ask high, regulators trim, and settlements land between. Among the verified states, Ohio was granted 11% of what was asked and Pennsylvania was granted 77%. This is one number per case, not a verdict on any regulator: the request can include items that move to riders, the result can be a settlement, and two-year or multi-step orders are listed by step.

For scale, the PowerLines tracker lists 91 electric requests in 38 states in the first half of 2026, adding up to about $15.9 billion in rounded figures. We have not checked their outcomes, so none of that goes into the shares above.

Do regulators usually grant what utilities ask for?

55% in our sample: $2,271 million granted against $4,117 million asked, in 11 decisions in 8 states since January 2025. Every one of those decisions came in below the request, but the size of the cut ranges widely.

Which state granted the smallest share?

Ohio, at 11% of $97 million asked. Pennsylvania granted the largest share, 77%.

How many states have data on this page?

8 states have a granted share, 10 have a state page, and 39 of 51 areas have no verified decision at all. We list them as no data.

Can I trust the percentages?

Treat them as a sample. Each of the 24 rows has a source link, but 13 lean on a case aggregator and only some have an official release. Rows on different bases are shown and not counted.

How much did the granted increases add to a monthly bill?

Where a source gave a typical-bill figure it is on the state page and in the calculator: for example about $13.48 a month for 750 kWh in South Dakota, and $5.01 for 601 kWh in Colorado.

Are asked and granted the same year and basis?

Not always. A request may be for one test year and the order may phase increases over two steps, or net out riders. Each row says which, and the CSV has a basis column.
