The file lists 1,227 reporting rows. 133 lack a month of disconnections or accounts, so they have no yearly rate here but stay in the CSV with the months that were filled. 2 rows share a name with another row in the same state; the workbook has no row id, so their values are blank in the CSV and they are not ranked. Below the 5,000-account floor a handful of events moves a rate a lot.
We matched utility names to EIA-861 utility ids and company pages by exact name after dropping legal suffixes. 1,102 of 1,227 matched an id; 414 of them have a company page on this site. 125 rows have no match and carry no id; none was guessed. The CSV lists the id where there is one.

Among 876 utilities with 5,000+ accounts and a full year of data, Claiborne Electric Coop, Inc (Louisiana) at 275 per 100 accounts as reported; Roanoke Electric Member Corp (North Carolina) is next at 206.
Can a rate be above 100?
Yes. It counts disconnection events, and one account can have several. EIA publishes utility figures as the utilities reported them.
Why a floor of 5,000 accounts?
A small utility with a few cut-offs would otherwise top the rate list. Every utility is in the CSV.
Is my utility missing?
It is missing here if it did not respond to EIA, had blank months, or is under the floor. The state page lists the largest reporters in each state.
